DOCUMENTATION:
The State Controller’s Office will process an employment history mass update to implement the July 1, 2005 effective date general salary increase for t he employees in the above classes. A GEN transaction with a 07/01/05 effective date will result from the mass update process.
Employees
who separated from State service prior to July 1, 2005 and have lump sum payme
nts that extend beyond July 1, 2005 shall have their lump sum payments adjusted
to re flect the above general salary increase and below pay differential rate
increase. T he State Controller’s
Office will manually process a GEN transaction for the separ ated employees.
Turnaround
(TAD) PARs will be issued from the employment history update processes. T he TAD PARs will be issued on a flow basi
s.
Once
the GEN transaction is posted to an employ ee’s EH record, any new
out-of-sequence transaction must have salary rate entered if allowed on the
transaction. If not enter ed, the
salary rate information per the GEN transaction will be reflected on the new
transaction an d could create an overpayment situation. See PAM Section 9 for further processing
information.
Per
DPA, the MSA transaction shall be applied before a salary range change. Thus, the 07/01/05 effective date MSA
transaction must be posted on an employee’s EH record before the 07/01/05
effective date GEN transaction. Key
enter the GSI Code O (an alpha O in the GS I field on the PAR1 update screen)
on a new or correct 07/01/05 eff ective date MSA transaction to denote old
salary rate. Failure to enter the GSI
Code O could result in an incorre ct base salary rate and/or anniversary date
(i.e., overpayment).
